Why full review

The gap a sampling-based process does not catch.

A decision's exposure turns on whether it was reasonable and well-documented at the time it was made, not just whether it was ultimately correct. Sampling leaves most files without that record, and reconstructing it after a challenge is the weakest position to argue from. Full review does not only produce a defensible record, it also has a financial effect: for one of our clients, moving from sampled to full review surfaced 2% of decisions that had been wrongly approved, summing up to over $11M a year.
